what are my legal rights in a abandoment custody case?

My ex-girl friend has costody of our 20 month old girl I'm trying to get custody. she has lived with me for seven months and the mother will only show up every five or six weeks to see here she has a long file in D.H.S. were the child has been taken from her. the courts keeps giving her custody and I don't know what to do or where to turn can you help in some way ? thank you -- Robert
