Can my ex wife keep me from talking to my son on the phone or seeing him if I have missed a few weeks paying child support due to layoff from job even though I have receipts showing I have overpaid by $2000 since the parenting plan began?

Your ex-wife should not be able to successfully interfere with your court ordered right to speak with your child on the phone or to exercise parenting time. Ultimately the court order controls, but only the judge can modify a court order. Not her!
