How long can divorce be delayed?

I filed for divorce over 9 months ago. A divorce decree and parenting plan have been drawn up which have been signed by both of us. I filed for divorce but his lawyers drew up the papers because my lawyer keeps dragging his feet. We have 3 minor children. When going over the papers with my lawyer, he marked out the child support amount and penciled in ''to be set by court.'' This was done because my husband will not submit earning statements that state his year-to-date income. He only wants to pay based on his base salary. My husband signed these papers after the alterations were made. The papers were then sent to his lawyer (I mailed them). He is still refusing to submit earning statements with year-to-date earnings and doesn't want overtime to be considered. How long can he refuse to supply this information and can't the court go ahead and set an amount since the papers have been signed by both of us? Does he have to agree to an amount before we can go to court?
