Parental Rights
I need to know info on signing over parental rights. Do you need the other parent's okay? Do you need a Attorney? Can you get an Attorney, go through the steps of paperwork, and just file them? If it is the other parent can you send them the legal papers to be signed?

You have asked a very complicated legal question.
I think I've answered this question several times before. Check out my old answers on this website.
To voluntarily terminate, you need the other parent to sign.
I recommend an attorney.
You can, of course, go to your local law library and try to do it yourself.
Be advised, that only a JUDGE can terminate a person's parental rights.
Therefore, you can both agree to terminate one parent's rights and unless a judge agrees, you have wasted your time and money.
Be advised -- if you attempt to buy an legal documents online -- BE SURE THEY ARE SPECIFICALLY FOR THE STATE OF TEXAS!!! I've personally seen legal documents that people have purchased over the internet and they are garbage! Even though the persons selling them "guaranteed" their product -- when the person tried to get their money back they were unable to get a refund.
