Petition for name change vs. adult adoption

I had legal and physical custody of our 2 sons. Their father did not want to be a part of their lives and did not want to pay support. He has, over the years, paid some support through the court system. I remarried and the boys went by my married name instead of their birth name. My 21 year old son now wants to be adopted by his step-father as he was required to carry his birth name on his driver's license and social security card. What steps would we have to go through to carry this adoption out and will his biological father always be required to pay his child support arrears that he never paid or is there a statute of limitations? The divorce took place in California where he still resides and we live in Tennessee (2+ years).

The adoption of a adult, by an adult shouldn't be a problem. You need to check with California on how they handle arrearages. Your local child support atorney at the D.A.'s office can help.
