Petition for reconsideration and to dismiss adminstrative appeal

i live in alabama, if, my appeal is dimiss that means i can not use the evidence that i have to reopen it if necessary, correct?? social security is paying my to an individaul and during my appeal there was no record of it, and now they want to dismiss my appeal, howmany days will i have to respond, and to who do i respond??? please contact me as soon as possible, time is running out, thanks!!!
