Phone Call and Visitation of NCP

I have been divorced for 5 years and for the last 2 1/2 years my ex-husband has not phone called or visited the children(2). He sends child support and Cards 3 times a year. He also refuses to give me his home phone number. He is in the military and just moved overseas with his ''new family''. Is there any thing that can be done to enforce visitation or phonecalls. I feel my children have a right to contact him.

I have never heard of any way to force a man to visit his children. However the law does allow you to seek increased child support due to his lack of visitation. Often that encourages the man to start visiting. further, when going to court to get increased child support, you will likely be able to get his address and phone number through the discovery process.
