recording phone converstions between parent and child

My step father has full temp. custody of his 2 daughters. They reside with him and my mother in TN. Is it legal for my step father to record the phone conversations between the girls and their mother, without either party knowing?

No it is not legal. This is clear cut. I am licensed in Tennessee and am very familiar with the question.
