Legal Question in Family Law in Tennessee

requesting record from children services

My niece was removed from her family home in 1992 because of abuse. She was placed with her aunt until she was 20. She left her aunt's house when she was 20. She is 22. Her case was closed in 2004. This was in memphis tennessee (shelby county).

My niece is trying to go to college. She applied for financial aid. Her mother refuse to give her any tax info for the financial application. (if you are under 24, you need your parent's tax info). She was told by the university that she could do a dependency override. She has to have documented proof that she was not living with her mom since 1992.

Children services said they could not help because the case was closed in 2004. Now what do we do?

While I have never heard of a case exactly like this one, I suspect she could file a motion with the Juvenile Court which handled her case, explaining to the court what she needs and why and likely could get an Order from the court which would satisfy the university.
