Restoring VA Entitlements

My husband and I currently have a case against his ex-wife because she never refinanced a home they owned to release his VA entitlements, which she was ordered to do in their divorce decree. Our attorney filed contempt charges. We received a reply from her attorney talking about statute of limitations has expired. What do you suggest we do to rectify this matter?
