Rights of the Father
My brother has full custody of his daughter, age 4. The mother abandoned the child, and now wants to be back in the childs life. She hasn't called in 3 three years, except a couple of times, she doesn't always see the child when the child does visit her family. In the permanent parent plan she is supposed to have supervised vists. The child goes to the home of the great grandmother for these supervised vists. The mother currently lives with a live in boyfriend. She doesn't or hasn't paid child support. Now she wants unsupervised vists, the child would go to the boyfriends house. My brother doesn't want the child unsupervised because of issues in the past, and the live in boyfriend. What rights does he have, and does he have to let the mother see the child unsupervised, if the permanent parent plan says that she is under supervised vists? What can he do to keep the visits supervised?

If he has full custody and she has supervised visits, she does not visit with the child unless the visitation is supervised. If she wants unsupervised visits this would need to be done by a court order. She would have to show the basis for the supervied visits no longer exists
