Taking children overseas without consent from non-custodial parent

My ex-husband has had sole custody of our child for the past three years. He is in the military and naturally moves around alot so visitation has been near impossible. He leave for Germany soon and wants to take her with him. Can he legally do this without my consent?

Under Tennessee law, you can take him back to court and get visitation modified.

The law is called the Parental Relocation Act.
