Termination of rights and back child support

my sons father is wanting to terminate rights, we have never been married, our son is legitimized. Is there anyway once he terminates rights to have him pay back child support. He has never paid any support to him through court order or on his own. I feel he should pay for his responsibilities though he feels different. He is not definite on termination he may want visitation I am strongly against this for my sons sake. He has never had regular contact with him even though I urged him to come see him. He pops up about 1 week out of four months and expects to see him, I expect child support (i work 2 jobs) in return. I have no problem with visitation as long it is supervised for a 4 hour period once a week. I would prefer it be in my home, he lives with his parents(the mother was abusive to her children). The father is not in good moral standing and I do not want my child in his type of enviroment. He is also wanting a paternity test (we planned this child, he is fully aware it is his child). Please help me I am in desperate need of advice . thank you

Is there an order requiring the father to pay child support? If so, you can always go back and collect the child support after he terminates his rights.
