Legal Question in Family Law in Tennessee

twelve year old wants stepfathers last name

My twelve year old daughter has no contact with her real father last none to be in Virginia. She has been raised by myself and her stepfather and both agree on the name change or adoption if need be. We cannot afford much therefore seeking help this route.This means a lot to both of them and we thank you in advance for any help.
