can a father who is on disability still get visitation rights to see his children

To be honest with you, I don't understand the question, but as far as I know, there is no reason to deny a father visitation simply because he receives disability compensation. If the disability somehow causes a risk of harm to the child, that may change things. You would have to provide more information for this issue to be addressed fully.
