Will I be able to get my son back?

My 14 year old son whats to live with me. I gave his Dad Custody of him about 13 years ago so i could go to school. We where still together at the time. We went our separate ways about 10 years ago. now his dad drives trucks and is gone for weeks at a time, my son stayes with his grandparents. There is also a chance that he may not be the father, but i have been trying to get him to take a blood test for years, but he will not take one. What can i do ????
