I hired an attorney and I e-mailed him 2 times for a update on my case. I then received a bill in the mail stating I owed 30.00 for my e-mails?

Attorneys usually charge for their time. If you hired the lawyer on an hourly basis and he spent time reading and responding to your emails, it's perfectly fair for him to charge you for that time.
