How do you interpret the term ''open road'' if a judge declairs this regarding a private drive used to access property owned by others?

"Land locked" property owners without the right of egress to their property are sometimes granted such egress to a public right of way by a court. In the absence of a previous easement, compensation must usually be paid. Without any further facts, it appears the court has declared such egress for one or more property owners.
