Legal Question in Immigration Law in Tennessee

I have a friend in Canada that had/has a dropped minor (less than $20) theft charge. Can she travel to the United States without any problems at the airport? Will the officer at the airport know that she had a dropped charge?

Additional info: She was not convicted of the crime and the theft charge was dropped once they found out that the theft was accidental and not on purpose.
