Questions about ''fair use''

I have tried to find out if several things are ''fair use'' and gotten conflicting answers. Could you please tell me if the following things are ''fair use''?

1. Taping 1 copy of a TV show(such as JAG) or portion of a TV show(such as a celebrity interview) for private home(non-commercial)use, to be kept as part of my collection.

2. Using music CD's and computer/video games in a low-income, non-profit child care center funded by United Way? (in other words, letting my children play computer games and listen to CD's owned by the day care as part of the afterschool program)
