can my employer decrease may pay $4 per hr even though my job duties and title stays the same

Usually, that answer would be yes it could. Barring some sort of contract, Tennessee is an employment at-will state. This means that the terms and conditions of your employment (including your rate of pay and the fact of your employment) can change at the will of the employer. The only real exception to this is that the employer cannot drop your rate of pay retroactively.
