can a judge be compelled to rule on a motion in a timely manner? western district of tennessee, eastern division?

Yes, but the usual procedure is:
1 - One or both attorneys call the judge and gently remind his secretary that they are awaiting the judges order (believe it or not, judges are extremely busy, and it just may have ended on the bottom of a very large in box).
2 - If gentle prodding doesn't work, file a formal Motion for Ruling with the Court.
3 - Last resort, file a Motion with the Court of Appeals having appellate authority over the judge seking an order from them to him to render an decision.
