police department failing to uphold the law

My question is. Would it be possible to sue a law enforcement aggency or local goverment for failure to uphold the law? I live in a county where riding ATVs (four wheelers) on county/city roads is against the law. However when you call the police they say that they don't bother to stop them because there are so many of them. I was wondering could they be sued for mental anguish due to the fact that I can not even put my 2 year old down for a nap without being woke up by them and it is impossible to get to sleep myself due to the noise. It was so bad in my old neighbor hood that I sold my house and moved and now I flinch everytime that I hear a loud motor. The ATVs are not as bad so far but there are still present.

You can sue your local county government or city government in the Chancery Court of your county and ask for an injunction (mandamus) compelling the government to do its job. However, do you care enough about this problem to pay a $134.50 filing fee + $200 to an attorney to draw up the paperwork for you?
