Legal Question in Legal Ethics in Tennessee
I am being served a subpoena. Here is the deal. This agency is asking me to bring all of my documentation in about one of my businesses. But they have made NO actual allegation. Don't I have the right to tell them to either bring some formal allegation or leave me alone?

In short, it depends on the agency (local, state, federal) and the nature of the inquiry.
There are some "highly regulated industries" such as Alcoholic Beverages, Firearms, Pawn Shops, etc. that can demand your records for any reason or no reason at all. Other agencies need a reason to ask.
Bottom line ... it depends. How's that for a lawyerly answer?
