what would I need to do to enlist if I was discharged with a reenlistment code 4 JJD1 in 1991?

Assuming your DD-214 accurately reflects a RE-4 and a Separation Program Designator (SPD) of JJD you are not eligible and never will be eligible for enlistment.

RE-4 means: "Not eligible for reenlistment, no waivers authorized."

SDP "JJD" means: "Discharged as a sentence imposed following conviction by Court-Martial."

That means the service member received either a Bad Conduct Discharge from a Special Court-Martial or a General Court-Martial; or a Dishonorable Discharge from a General Court-Martial.

Only if the conviction was reversed on appeal, or you were exonerated, or the conviction set aside via a presidential pardon would you be able to apply for a change in your reenlistment status.
