Legal Question in Personal Injury in Tennessee

Assault on a minor, by a minor

My 5 year old, 3'10", 45lb., son was picked up and thrown down on the ground by a neighbor that is 6" 300lb. The assailant is 14 years old. The wittnesses to the assault are all minors. My child has a broken arm, I have medical bills to pay, and no insurance. The police have made their report, and are calling it an accident!!! What legal recourse do I have?

The short answer is that the parents of the other child may be liable for up to $10,000 in damages under Tennessee law.
