If the tree in question grows on your neighbor's property, then in Tennessee it is your neighbor's legal responsibility to remove the tree. You can also remove the tree yourself and request that your neighbor reimburse you. If the neighbor refuses to remove the tree or pay/reimburse for its removal, then you can take the neighbor to court and request that an order be entered requiring the neighbor to do so.
