how do i get a piece of property signed over to me legally, with the least expense, while my mother is willing to put my name on the deed ,now.

Your mother can execute a quitclaim deed transferring ownership of the property to you. By doing this, she is gifting the property to you. A local attorney who practices in real estate should be able to do this for little expense.
I do recommend that you hire an attorney to draft the deed, so that you know all technical requirements are met and that the transfer of ownership will be valid.
One note: if your mother transfers the property to you for no consideration (i.e. she gives it to you - you are not paying her for it), then you likely will incur a Tennessee gift tax obligation. You should discuss this with an attorney or a tax advisor.
