What type of form do I need to get my neighbors to sign giving us permission to build a fence that will infringe (approx. eight inches) on their property?

You would need an instrument which is usually titled "Boundary Line Encroachment Agreement". There is no preprinted form for it. They are usually drafted for the particular circumstances of a given case.
