Cooperation with an investigation

Is there some documentation or penalty for any person whether it is claimant or witness not cooperating with an investigation?

Was this person served with a subpoena? If so, then they are compelled to comply with the subpoena. If there is an issue of obstruction there can also be consequences. Is this a criminal or civil matter?
