I have filed a claim and now the man is saying it was welcomed by me. Who has th burdon of proof?

Part of that answer depends on the stage at which you are in your complaint. If it is in a court and you have pressed your claim for sexual harassment, then you have the burden of proof. If it is an internal complaint, you may still have the burden of proof, but you also may not. Also, the degree of burden may be lesser or easier to meet during an internal complaint process.
