Sexual Harrasment Question
If I were to say to a co-worker that '' I need to get you a raise so that you can buy more material for your dress'' meaning that her dress was too short and a raise may help her buy a longer dress.
Would this be considered sexual harrassment?

Provided that this was the only time you had ever discussed this issue with your co-worker, probably not. In order to constitute sexual harassment, the conduct has to be sufficiently severe or pervasive so as to alter the terms or conditions of your co-workers work environment.
This does not mean that if a company investigates a complaint, you will not be disciplined. An employer's definition of harassment may be different than the legal standard. If you have questions as you go through the process, you would probably be best served to retain an attorney to assist you in the process.
