If my suster is married and she is the power of attorney for our mother, if something happens to her does her husband become the power of attorney for our mother?

Only the person(s) designated in the written power of attorney document signed by your mother can execute that power. So, if only your sister is named then only she can serve in this capacity. If another person is named as a successor or alternate to your sister, then that person can serve if your sister is unable to do so.

Your sister's husband could serve ONLY in the event that your mother named him in the power of attorney document.
