Application needs to be made to the court and follow the procedures of the family code. The court will require a social study and criminal background check and possibly an attorney for the parent whose rights are being terminated - if alive. I do a great many adoptions, simple and complex, and can help you on this. My fee would be $3,000 plus court costs and service fees. Court costs (including the social study) usually run about $800-$900 in my area. I don't know for sure what they would be in your area.

It's just like any other adoption, just less paperwork because it is a stepparent adoption. You would file a petition in court to terminate the parental rights of the other parent and also a petition for adoption.
Important preliminary question: Is the child's father in agreement with this, or can he even be found? If he is present and part of the child's life, you may have a tough time with your application.
