Are Public School Excluded From Following ADA Guidelines?

My mom tripped at the local elem.school over a ramp in defect of ADA guidelines for ramps, breaking her hip, causing a very major life altering event for her. She also was later left in a rehab hosp.shower alone,fell down. Her life has diminished so rapidly since the hip break, she had been the caregiver for my dad who has a very bad back and health prob. & now he has to take care of her, along w/me causing me to lose out on my work time. No one from the school ever even called to see how she was. I checked for city code and was told they use ADA guidelines, which this ramp clearly was not build to. I seriously doubt the city ever inspected it either, probably no permits issued. I recently heard on the radio concerning another subject that the school district does carry liabilty insurance but the attorney I spoke to here was not sure about proceeding against any gov. agency! I do not care, they should not be allowed to alter someones life like that. Exactly one year prior to that fall my mom was walking up and down the steep hills of downtown Seattle with me and was able to keep up with no problems. She had never had any falls before this.
