Is identification required from individual cashing check
Does a person/company which cashes a check from an individual have any legal requirement to get identification from the person to insure that the person is the person named as payee on the check?

No, of course they don't have any such requirement in the law. Americans are not required to have identification in the first place. Regardless though, if anyone pays for a check that has been altered, forged, or stolen, then they will be the one to eat it. In check cashing land, the person who deals with a theif is the one who suffers for it. That usually is enough of an incentive to cause most people to require some proof that the payee is the one cashing the check.
