My question is regarding Theft of Service. A CPA performed tax services but they were inaccurate. Am I obligated to pay for the service?

Keep in mind that the burden of proof for theft is high in a civil matter.
In a criminal matter it is even higher...beyond a reasonable doubt.
Your stated facts seem to indicate the CPA may be grossly negligent not a thief.
Caution:
If you call him a thief he may sue you for prima facie defamation and damages, including punitive damages.
