Is a "BILL OF REVIEW" the same as a "PETITION FOR REVIEW"? If not, what are the differences?

Actually, the full, proper name of the pleading is "Petition for Equitable Bill of Review." A Bill of Review is a kind of last chance to have a negative judgment overturned. It has to be filed in the same court as that which made the judgment. A great piece on this you can get by just Googling it is "A Practical Guide to the Equitable Bill of Review"
