Legal Question in Appeals and Writs in Texas
Why would a procurer want to drop my probation and my attorney want to pay 4500.00 on my restitution while i am on appeal, but i have to withdraw my appeal for it to happen

What do you mean "procurer"? Victim?
You cannot begin the terms of your probation as long as your appeal is pending. If you want to start the probation immediately, you drop the appeal. If you pled guilty (or there was no real issue from the trial), then the appeal is just a waste of time. You need to have a full discussion with your lawyer about this.
