Is it true that if you have filed bankruptcy you cannot obtain a federal job?

Generally untrue. The Bankrupcty Code is a federal law and by utilizing it you are complying with rather than breaking the law. The necessity of filing bankruptcy may affect an employors evaluation of you in the area of financial abilities, but there is no federal prohibition regarding employment for those who have filed bankruptcy.
