We filed a chapter 7 that was discharged in 2/2004. During that time, we had large amounts of taxes due. Can we file a Chapter 13 now in order for the IRS to stop wage garnishment? And can we even file another bankrupcy since we filed Chapter 7 earlier.

Yes, you can stop the garnishment by filing a Chapter 13 now, even though you had a previous Chapter 7 case.
The mechanics of doing it depend on what year your previous Chapter 7 was filed (not the date is was discharged) and how the taxes were listed in that other case.
But the bottom line is that you can get out of the current garnishments with a Chapter 13.
