Discharge of federal taxes

Are federal income taxes a dischargeable debt. What are some of the exceptions, and the code sctions I could look this up on. What would the general procedure be in discharging taxes.

This is a complex area. Generally if the tax return was due more than three years before filing, the return was actually filed more than two years before filing they are dischargable. However, there are exceptions. Additionally is tax liens are filed, or even if they have not been, the IRS lien is not discharged, even though the individual liability for the taxes is.
