Can you file a chapter 7 and then file a chapter 13 within 2 years of each other

Yes. Chapter 7 may be filed only once every seven years, but there is no limitation on Chap. 13. However, a bankruptcy court could dismiss a second or third filing upon motion by an interested party, or its own motion, on the basis that the Bankruptcy was filed in bad faith.
