Abandon Property
A number of years ago a VW bug was left in our yard. Is there a legal way we can sell this VW? or collect storage from the person we think owns the car?

You should be able to find out who owns the car from TxDOT with the VIN or plate number. Send them a notice that you will be charging storage until they remove the car. Send it first class and certified mail return receipt requested. If that doesn't get them to act, then you can probably get the car removed and, if they later come demanding their car back, you can demand storage and haul away costs.
