Legal Question in Business Law in Texas
I want to buy my fathers small business from him(screen printing). He is the sole owner, and not been keeping good books, has bad credit, and not paid personal taxes in a long time. I want to not be held liable for anything in the past to haunt me. I might change the name also. what do i need to do to get this done properly?

If you change the name, then TECHNICALLY it's not the same business. You're just buying equipment from him.
I assume that your new business will be in a different location.
Be sure to file your own assumed name declaration with the county.
