Do Not Call
Can I call apartments and invite them to a free homebuyer seminar at the local community college. If they decide to come and want to buy a home, they still never pay me a cent for my services

You would have to find a way to do this without violating the no call list. That would involve knowing which numbers could not be called for something like this.
