Chamber Of Commerce Logo
Our local chamber of commerce last year had a competition to design a logo, with a prize of $100 for the winner. On selection the artist would receive the money and inturn sign over all ownership to the design to the chamber, which is what happened. We have a signed document stating this. We are now faced with possible legal issues which may be started by the artist due to the fact that the chamber made a few changes to the design. Please can you tell me if we face any problems.

I can't answer that without seeing the exact language of the agreement. If the artist retained artistic rights, he could object to the changes. Get hold of a lawyer in your area that is familiar with copyrights.
