Charge for services not rendered
Can a business charge for services that were not rendered?
Their policy requests 24-hour notice but notice was 1-hour prior to appointment time.

Possibly. If the appointment was with a professional, that time slot was committed to you, hence the 24 hr requirement. Giving only 1 hr is not sufficient to book someone else in.
