Client List
Is it illegal for someone to go into a dumpster and retrive unshredded sales receipts of a client list then, call off of that list to sell the client cheaper?

No, it's not. But that won't avoid the cost of a lawsuit where you have to convince the judge that dumpster-diving is OK, and throwing out confidential information voids any expectation of privacy.
