If a company owes a client a refund but the client isn't asking for it, is it legal for the company to not notify the client?

It depends on the context. For example, if they are aware that there is a refund and they choose not to take action, that is not on you. But if you conceal the fact that they are entitled to a refund and deliberately avoid telling them, then this is bad intent. I would think the worse case is that you end up owing it to them of course.
